System Volume Information Very Large and Will Not Shrink

I have a Windows 2019 Server which has one data drive that is running out of space. After using TreeSize we found the System Volume Information folder was 180GB. Shadow Copies are not enabled, we tried enabling it reducing the max size and nothing, stopped and started VSS, used Psexec as suggested by a number of articles online running as System and still not able to purge any of the folder contents manually, I get access denied. I tried to run icacls to force ownership and permissions for the System Account but get access denied when running as the System Account in Psexec. Thoughts on how to fix this?
