Unable to recover - Your backup is not stored issue

I am getting this error when I try to restore from backup. "Unable to recover

Your backup is not stored with <my email address>. Try signing in to a different personal Microsoft account." However, I have restored from this backup several times and this is the only account it could possibly be.
