A hint alludes to some component (group?) in winRegistry that must be missing either by omission of the upgrade procedure, or by having been rendered inactive in set-up by way of default state.

Indicative of bad implementation is likely the output of 1.00 having a deviation in msecs. ( And System video memory is zeroed in Display Adapter Properties for DIsplay?)

By what route should there be diagnosed a problem of this sort? Windows do not report amiss of anything.
