unable to install any role error 0x80073701

HEllo,

I can't install any Role or feature (here i want to add ADFS service role).

Here is CBS.log.

I tried to install KB5009557 but it is not applicable.

Windows server 2019

    Hello Alex,

    Are you double clicking the kb in .msu format? If so, that is the reason why. Remember that this reinstall needs to be done with dism /online /add-package /packagepath:NameOfPackage
    and this package is the .cab that is contained in the KB.

    0x80073701 = ERROR_SXS_ASSEMBLY_MISSING which means there are some system files are missing, which caused the update installation failure. You can also try a repair install by running setup.exe from the root of the install.

    I wouldn't hold much hope for this, time may be better spent standing up a new one, patch it fully and migrate the roles or applications over to it.

    Missing sub-packages of KB5009557**.** Before trying in place upgrade, you may want to fix it with procedure from: https://learn.microsoft.com/en-us/troubleshoot/windows-server/deployment/fix-window by manually installing the .cab that corresponds to this KB using the instructions from: https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/dism-operating-system-package-servicing-command-line-options?view=windows-11#add-package

    After succesful installation try again the role install.

    The simplest / safest solution for a domain controller is to stand up a new one for replacement.

    I'd use dcdiag / repadmin tools to verify health correcting all errors found before starting any operations. Then stand up the new 2019, patch it fully, license it, join existing domain, add active directory domain services, promote it also making it a GC (recommended), transfer FSMO roles over (optional), transfer pdc emulator role (optional), use dcdiag / repadmin tools to again verify health, when all is good you can decommission / demote old one.

    This could happen if prerequisite SSU has not been installed

    ***You must install the August 10, 2021 SSU (KB5005112) before installing the LCU. ***

    you could check the file versions on your machine versus the list above. If you found higher versions then the "not applicable" would be expected behavior.
