C++ Compiler optimization

Question

I am working VC++ development project, we are using VS2017 Microsoft Visual Studio Professional 2017, PSa details about environment as below

I observe that on one of machine code was not running once I change compiler optimization flag from /Od to /O1 it started running on that machine, basically even entry point of DLL was not even getting called by OS, when I enable optimization then code works perfectly fine as OS is able to invoke DLL.

On other hand, one of application require /Od flag, if I keep /O1 then for some reason application didn't run.

This is chicken-egg situation for us. We need to support both program so may need to create two different build now /O1 or /Od

I would like to know if there are any guideline, what should be specific value of Compiler optimization? How we can decide which flag is proper.
