The device count is showing different in Intune dashboard and Device>Monitor>Settings Compliance.
Device is showing non compliance under Device>Monitor>Setting Compliance for the users those are not active on device and not the primary users. As for the primary users the device shows compliant under the compliant status. Please help to confirm, how we can fix the non-compliance issue for users those are not active on that device.
Maybe target the device compliance policy to user based group instead.
