Unfortunately, the Nvidia Tesla P4 does not support RemoteFX because it does not have a video output port.
The Tesla P4 is designed for high-performance computing & machine learning workloads & is not intended for graphics-intensive applications that require RemoteFX.
The fact that you see the P4 listed in the device manager does not necessarily mean that it will work with RemoteFX.
The Get-VMRemoteFXPhysicalVideoAdapter command is used to retrieve information about the RemoteFX adapter that is currently assigned to a virtual machine, but if you do not have a compatible physical adapter, it will not return any results.
