SQL Server license -2019

We have 2-2pack of SQL Server license and currently box is running with 4 cores. There is a need to increase CPU and we are planning to add another 2 or 4.

As we have licese for only 4 cores, if we restrict the SQL Server to use only 4 cores will that be fine or do we need to purchanse the new license?

    Is it a VM? Then you must license very core of the VM.
