For error message, it means that the Outlook app is a protected app. We can't open files from Outlook app via an un-protected app.
For this issue, we appreciate your help to collect some information:
1.Please check if there is any app protection policy of Outlook app deployed.
2.If yes, please check the setting "Send org data to other apps" in this app protection policy.
3.Please try to set the setting "Send org data to other apps" to "All apps" and check if you can use MX Player to open MP3 Files from Outlook app.
If there is anything update, feel free to let us know.

Changed "Send org data to other apps" to All Apps as suggested.
This got rid of the message:
There are no Apps currently configured on the device, that your organisation allows to open the content
@Richard Berry Not sure why can't play this MP3 file. Please try to use any other Music Player to play the MP3 file. And check if it woks.

Finally sorted this out.
Uninstalled Music Player - MP3 App and MX Player App from work profile on Android.
Installed Google Music Player App on Android on Personal Profile.
Associated MP3 files with Google Music Player App via My Files, Select MP3 File, Open With command.
Now when I Play MP3 attachment in Outlook on work profile, it Works!
One final point, why can't I set "Send org data to other apps" to "Policy Managed Apps", without getting the message:

There are no Apps currently configured on the device, that your organisation allows to open the content.
My thinking if I set it to the Apps I have assigned to this User it would be 'tighter' using Policy Managed App rather than All Apps setting?
@Richard Berry Not all apps are supported in the app protection policy. Your music player app isn't included in the supported app list. So, you can't add your music player app as a managed app in the app protection policy. Given this situation, when you set "Send org data to other apps" to "Policy Managed Apps", there is no available app to open the MP3 file.
