I believe the client may be having a local account and he/she joined AD using Access school or work account.
You can ask the client to check if there is already a local account on the system having facial recognition setup.

We are having an issue with a client on Windows 11.
Device is domain joined.
We trying to setup Face Recognition as its enabled on the domain.
We click to set it up, client is facing the camera.
It comes back with the error that Face Recognition is already setup on another account.
Problem is that this is the only account which was used on the same device.
Cant see any other local user accounts in Computer management.
Any ideas?
