Can we connect to TFVC Server Workspace in Azure Dev Ops without Visual Studio

Question

We have a TFVC server workspace setup currently in Azure DevOps and need a new employee to be able to access it to check-in and check out files from the code repository.  

The employee doesn't need any other functions in Visual Studio so we wanted to see if we could avoid getting a Visual Studio Subscription just for this. 

Is there a simple/alternate way to do that other than:-

a. Moving entire source code to a git repository

b. Converting to a local workspace

c. Installing Visual Studio 2019 or above

Note: We've already tried Visual Studio Code along with the Azure Repos extension but that says "No remote repositories found", I assume because it does not support TFVC in  server workspace mode.
