printer not found when on vpn

When on NordVPN windows will not connect to a local printer

printer ip is static and dhcp reserved.

tracert to printer shows its going to 10.. and times out as you would expect.

pc adapter192.168.1. 255.255.255.0 192.168.1.1 2.4ghz strong

printer 192.168.1. 255.255.255.0 192.168.1.1 2.4 ghz strong

virus software disabled,

error message from for cannon printer via printer is: widows host process Rundll32

Running windows trouble shooter says problem not found but then it works IMMEDIATELY

However, if you power cycle the printer then you no longer connect to printer

If you run the trouble shooter again, it will fix the problem after a COUPLE MINUTES.
