Different language when unknown hostheader in Sharepoint Site...?

Hi everybody!

Hi have a bit (for me confusing) behaviour of a sharepoint site. My environment:

Server 2019 in german, Sharepoint 2019 in english + language pack in german.

Created a site via Poweshell with language code 1031. The web-application is the hostname of the server as URL. In IIS i can see under bindings, that everything on port 80 is "accepted" for this web-application.

My "problem": when i open the page with hostname in the URL, everything works fine. The whole website appears with german language. When i open the same site by the ip address, "localhost" or another hostheader, the website appears in english. When i navigate to "Site Settings" the settings site appears in german, also when i click on any item and a editing menu opens is in german language....

I do not understand this behaviour... The language for the user is also set to german in the user settings...

I want the site to appear in german regardless of the hostheader...

    I edited my host-file on local PC to test another hostheader:

    When i open the website with different hostheader - the site appears in english:
