No permission to view billing data for my Azure subscription

I no longer have permission to view the billing data for my Azure subscription, which means I couldn't reactivate my account or do anything. It wouldn't even allow me to create a support ticket. As a result without me being able to do nothing my virtual machine which i had created for college with all my work in it that I had done the first semester has been completely deleted. If anyone can come back to me with some sort of solution to reactivate my account and retrieve my lost virtual machine that would be great.
