Do I need CALs for all the users? I have Window Server 2019 Datacenter

I have 400 users in my active directory, so I was thinking do every person need to have CALs ? or only person who want to access my 'Main Window Server' ?

    yes, you need CALs for every user. See explanation here:

    If in an AD environment, they will likely be using Print Server/File Shares/DHCP etc, so a cal is required for all users. The other option is Device CALs, but User CALs normally make the most sense.
