Can't edit security info for none of the users and can't generate MS Authenticator code

I am serving as my company IT admin. One of my users changed mobile phone and lost ability to login to company email on both comp and mobile phone. Authenticator is in endless loop asking for the code and one can't be generated. In order to get him out of this predicament, I would need to generate QR code for Authenticator or one time verification code but I can't find where to do it. I can't get to Access Panel Profile and edit security info. I can do for my account but not for one of the users. How, to resolve this problem and get my user past this Authenticator loop and access his account?
