I got bill from microsoft azure but I do not know the reason. I never choose the service from you and even more, I do not know how to use the azure.

would you please stop charging my money and tell me a way to contact with somebody?

You can raise a ticket in Azure Portal using the Help + Support Section:

User's image

Click on "Help + Support" > Create a New Support Request.
Issue Type - Billing
Subscription - Select the Subscription you have charged for
Summary - Describe your issue in a single & short line
Problem type - Unexpected charges

See if any recommended solution helps you. If not, proceed for next steps to raise the support request

I am currently experiencing the same issue on a cancelled/disabled subscription. Since the subscription is not active at the moment, I can't even raise a support request/ticket!
