How to limit bandwidth of inbound traffic using command line and NetQos Policy?

I am trying to limit the bandwidth of inbound traffic with the help of NetQosPolicy but couldn't find any command for doing so using command line. There are commands to limit bandwidth for outbound traffic but couldn't find one for inbound traffic. Does anyone know any commands to do this?

    Unfortunately, there is no built-in command line tool to limit the bandwidth of inbound traffic using NetQoSPolicy. The NetQoSPolicy module only provides options for limiting outbound traffic.

    However, there are third-party tools that can be used to limit inbound traffic. One such tool is called "NetLimiter". NetLimiter is a network monitoring and control tool that allows you to limit bandwidth for both inbound and outbound traffic. It can be used to set specific rules and limits for each application or process that is accessing the network.
