    Hello @SOLIDARITATEA HUNEDOARA Sindicatul ,

Welcome to Microsoft Q&A Platform. Thank you for reaching out & hope you are doing well.

I understand that you would like to delete all resources from your Azure account, but you receive an error as "Operation needs to access a subscription that has been disabled by Azure Resource Manager." Your account status says: Free Azure account, 30-day period expired, account disabled, and you would like to know if a disabled account on Azure accumulates costs. Also, during the period when the account is disabled, can payments be accumulated and is payment required to help delete these resources.

I would first start with some Azure Free account FAQs which can provide clarity here:

How do I get popular Azure services free for 12 months?

When you create your Azure free account, you start getting monthly free amounts of certain types of services. If you move to pay-as-you-go pricing within 30 days or after you have used your credit, you will continue to receive monthly free amounts of popular services until 12 months after you created your account. After that, if you are using any of these services, they will continue to run, and you will be billed for them at pay-as-you-go rates.

How do I ensure that I will not be charged?

We will never charge you unless you decide to move to pay-as-you-go pricing. If you move to pay as you go, you will only be charged for services that you use above the free monthly amounts. You can check your usage of free services in the Azure portal.

Do I have to pay something after 30 days or after I use up my credit?

At the end of your first 30 days or after you spend your USD200 credit (whichever comes first), we'll ask you if you want to move to pay-as-you-go pricing. If you move to pay as you go, you'll keep getting free services and you'll only pay for what you use beyond the free monthly amounts. If you don't move to pay as you go, you can't purchase Azure services beyond your USD200 credit—and eventually your account and services will be disabled.

What does it mean to upgrade your account to pay as you go?

When you sign up for an Azure free account, you get USD200* credit. In the first 30 days, any services you use beyond their free amounts will be deducted from that USD200* credit. When you have used up your USD200* credit or 30 days have passed (whichever happens first), you will need to upgrade by moving to pay-as-you-go pricing. That way, you can keep getting free amounts of services and purchase services beyond their free amounts as needed. The cost of those services is charged to the payment method you provide.

What happens with the services if I do not move to pay as you go?

If you decide not to move to pay-as-you-go pricing after your first 30 days or once you have used up your USD200* credit (whichever happens first), any services you have deployed will be decommissioned and you will not be able to access them. To regain access, move to pay as you go in the following 30 days.

In Azure Free Trial subscriptions, you can only use services up to the included credit. When your usage reaches the spending limit, Azure disables your subscription for the rest of that billing period. Your subscription is disabled to protect you from accidentally incurring charges for usage beyond the credit included with your subscription.

If you use resources that aren’t free and your subscription gets disabled because you run out of credit, and then you upgrade your subscription, the resources get enabled after upgrade. This situation will result in you getting charged for the resources used.

Meaning as long as you don't upgrade your account from free trial to pay-as-you-go, you will NOT be charged.

    So, to answer your question:

Does a disabled account on Azure accumulates costs? During the period when the account is disabled, can payments be accumulated and is payment required to help delete these resources?

If you do not upgrade your free account to pay-as-you-go pricing, any services you have deployed will be decommissioned and you will not be able to access them. Azure will never charge you unless you move to pay-as-you-go pricing. So, a disabled free account which has not been upgraded to pay-as-you-go will not accumulate any cost. And you don't need to delete the resources are they will be decommissioned automatically.

Now, coming back to your request of free support/ticket:

We do provide one-time free technical support, but free support cannot be enabled on deactivated/disabled accounts as the subscription won't be active.

I've provided all the information above which should help you understand that your Azure Free account will NOT accumulate any charge unless you move/upgrade to pay-as-you-go pricing.

Azure provides unlimited support for subscription management, which includes billing, quota adjustments, and account transfers as billing and subscription management support is available to all Azure customers. Only for technical support, you need a support plan.

However, to create support request, your account/subscription needs to be Active.
