Unable to complete Microsoft 365 Developer E5 Subscription

I am unable to finish Microsoft 365 developer subscription due to below issue.

We can't continue with the signup process for the following reason:

• Your phone number did not pass security checks.

MS-CorrelationID: 4d9d6393-1bcb-4dc3-9481-941b6dd2f77e

Code: 40315

Could you please help us to resolve the issue.
