Unable to fine-tune OpenAI model

Hello,
I am no longer able to fine tune OpenAI models. When I go to Create customized model dialog, the Base model type shows this message: No models are available. Please check your access or try again later.

When I first got access, I was able to fine-tune a Curie based model from a dataset I uploaded, and was able to deploy it, but I found some issues with its results so I deleted it and was hoping to use my new fine-tuning dataset to make a new one, but I'm running into the problem above.

Hello @Juan Jaspe Thanks for reaching out to us, could you please share a screenshot to us? Do you mean the no base models in the below image? It will help us to find the issue out. Thanks for your understanding.

This is what I see now.
The first time I tried doing this, about 2 weeks ago, I was able to see 3 base models in the dropdown, and I chose Curie, fine tuned it and deploy it, all successfully. But since then no base models show anymore.

@YutongTie-MSFT Hello, we did not delete anything. We actually didn't do finetuning before, this is our first attempt, and we encountered the "No models are available" message.

Hi, @YutongTie-MSFT We have the same issue as @Juan Jaspe , we haven't done any fine-tuning yet, and only created a few base model deployments, the error implies that there is some "access" needed to fine-tune. Do we have to submit some kind of additional access form for that?

Hi @Mohammad Alhamdan which region is your resource in? we had to turn off new customer fine-tuning in EUS due to capacity constraints. you can still fine-tune in US South Central.

Use SouthCentral US Region to resolve this issue. Is the only region with custom model functionality available.

I had to make a whole new resource, but I guess this is an acceptable answer. The issue with it only showing [ada,babbage,curie] was present in East US region resource even when you could do it in East US, so that's a separate problem. I'll mark this as accepted. Thank you.

Same problem here. We were able to do this last week (16.3.2023 was the latest).

Now we tried again and get the same problem that we cannot select the model for fine-tuning.

We are experiencing this issue with our Azure OpenAI service both in westeurope and eastus regions.

Meant to post this earlier in the week. But we are also not able to select a base model. I don't see any recent response from Microsoft on this. Is this a known issue? We are trying to perform some testing where we have a tight timeline.
