Yes, you can turn off the primary DFS. It will still have the replication relationship and keep the data on both servers, but won't replicate anymore if you choose Disable. You have to determine on what server you want to keep the data, change the DFS target to only point to that, and then you can remove the share and data on the other server
DFS Replication in Windows Server 2012 R2, Windows Server 2012 and Windows Server 2008 R2 includes the ability to add a failover cluster as a member of a replication group.
DFS Replication and DFS Namespaces can be used separately or together. In addition, DFS Replication can be used to replicate standalone DFS namespaces, which was not possible with FRS.
