1.Which enrollment method did you use to enroll this device?
2.Please check if the user you used to do android enrollment has an intune license.
3.Please show the screen shots about any restriction settings you configured in Devices > Enroll devices > Device limit restrictions or Enrollment device platform restrictions of android devices.
4.Please check if Managed Google Play connect status is normal in Devices > android > Android enrollment.
