Have you met some error on your screen?
You can try releasing static electricity first. This is more of a hardware problem. Unplug the computer from the electrical socket. Press and hold the power button for approximately 5 seconds. Leave the computer unplugged for a few minutes then re-plug it and try to turn it on.
When we try to restart, press F8, if we could boot into Safe Mode normally.
For BIOS and CMOS, you could try to reset the default setting firstly. Please refer to the information in the link below:

Also try to check if new BIOS version and Motherboard driver could be found in manufacturer's official website. Install them.
