Azure Front Door Rules - rules not working in some regions

I have an AFD profile (Standard) with a bunch of URL re-write rules configured.
Testing these rules from my desktop in Australia and everything works fine - I can see in the AzureDiagnostics logs that the re-writes are working, however if I enable a Singapore VPN suddenly the rules are failing. Looking at the diagnostics logs I can see that there is no "origin url" even though the "rule engine match name" does seem to be correct.
I have tried purging the cache, re-creating the rule, creating a new route. I don't understand how the rules would function differently depending on where you are in the world.
Can this be anything other than a bug? Do I need a ticket for this?

I understand that in AFD, once you enable VPN from your local machine, re-writes are working.
For Troubleshooting, we shall consider one and only instance of a RewriteRule that is not working.
The rewrite rules should work the same irrespective of the client region as long as you are not using any GeoMatch condition.
Can you provide one such example of Rewrite Rule so I could try to reproduce this at my end?
