Azure Function "The service is unavailable."

The Azure functions were down for more than an hour that are hosted in West Europe with message "The service is unavailable."

Is the same for all the Azure Functions hosted in West Europe.?

I experienced a similar issue for like 5 hours (!), the below is a log (time in UTC) at the end of an hourly run calling a function in West Europe, which weren't available. Can you please confirm there was an issue? Is this an SLA breach by Azure Functions?
