Bookings, The attendees is at maximum being filled up, why does it still allow for registrations?

Bookings, The attendees is at maximum is set to 15 for one day and is filled up with 15 registrations.

On my calendar it has produced a new bookings adding more registrations over my 15 set at my maximum. Why does it still allow for registrations? How may I adjust the settings for this not to happen?
