Apple Business Manager Federated accounts

I've looked through a bunch of questions that were similar to mine but couldn't find one that matched so I'm sorry if this is a redundant questions.

I have recently setup ABS for an organization and we want to sync the the A.D. accounts to become Apple ID's. Everything is connected from Azure to ABS and I can run a single provision and reported back that it completed provision in Azure, yet when ABS runs its sync no accounts show up in ABS.

I cannot sign in to the apple ID using the same creds as the Azure account either.

Can someone please help?

    This could happen if provisioning is done without federation being enabled.

    As per Apple Business Manager User Guide

    Federated authentication must be turned on for the domain before you select the type of syncing and test the connection

    If federation is already turned on when the Azure AD accounts are sent to Apple Business Manager, you will not see an activity, but accounts will still sync from the federated domain.
