I need to purchase a large number of Windows 10 Enterprise license for VDI not on a CSP

I have VDA License but these required Azure AD Sync and are per person license vs a per device license.

I need to deploy Windows 10/11 Enterprise edition on my On-Premise VMware environment.

What product/License is needed E3 & E5 Subscription require a Cloud Service Provider
