I'm trying to port forward a port for my windows datacenter 2016 vm. I have a game server running on it from a game called Unturned. The instructions for making a server of this game are here: https://unturned.fandom.com/wiki/Hosting_a_Dedicated_Server. I have the server up and running and made an inbound rule for the port needed, but when i try to connect my client to the server, it just says connection failed. And online port checking sites say the port is closed. I chatted with an online agent to help me out, and they checked out my configs and said everything is fine. Can anyone help me in this situation? I'm very confused.

Instructions for that is given on the link you provided.
Posting that instructions as is
"If you have correctly set up your server and can't even connect to it, you might want to check if your firewall is blocking the port. On Windows, it shouldn't be that hard; open Control Panel, Security, and click "Allow a Program". Here, you can choose the Unturned application, and voila!"Try that out and let me know

2020-03-10T16:28:09.197+00:00 i've just tried it with the firewall turned off and made sure my game is an allowed app in the firewall, but its still not working. Still says port is closed with online port checking sites.

2020-03-24T15:17:32.547+00:00 i like to see the screenshot of the Network security group in the Azur portal which is attached to the VM.
Also access that application inside the VM using localhost. If it works well there, then some where the traffic is blocked
