How to restore the deleted file that user deleted?

Assume, the user laptop is domain joined. The user created a file in desktop call 'Important File', but she accidently deleted the file and even from the Recycle Bin. Now she want me as the admin to get her file back. How should I give her file back?

I have logged in as admin and into the "C:/Users" section. but I can't find the deleted file and not sure how to get it. Please tell me what to do.

    There is nothing native. If the files are important, then some sort of routine backup scheme will be needed to be set up. DPM could help with this task.
