Set default UI language in Configuration manager

Hi! I have been spending some times the last weeks trying to create a provisioning package to start up new computers within our organization. I manage to achieve all the steps I want to achieve (AD enrollment, set a computer name based on the computers serial number, connect to a certain wifi, remove bloat apps and set a new time zone). But (and this is a big but) whenever I try to change the preffered UI language (the setting is called SystemPreferredUILanguage) I get an error that says "Provisioning failure, installation of a provisioning package failed. Please work with the package author to diagnose the problem. Reported error code: 0x8007000d". Followed by a screen that says OOBEPROVISIONINGENTRY. I can't find any resources after extensive googling and I have dedicatet a lot of time to trial and error trouble shooting so now I hope someone here can help me further.

I added a picture so you can see what settings I have configured, all the other settings works and the UI-language I am trying to set is sv-SE, thank you.
