For the setting, based on my researching, I didn't find the built in policy to do this. But I find it seems some settings can be done via PowerShell script. Here are links for the reference:

After the PowerShell scripted can test successfully on local machine, then we can deploy it via Intune. Here is a link with more details for the reference:
