on a local user / has administrator credentials in the past it was a domain joined but not any more can open the local GPO via command prompt not sure what else I can do i know that its a permission error so i need to use administrator credential to give it access not sure what setting would allow me to give the local user permission to open it?

Make sure you run as administrator even if you are logged as administrator

Do you have the administrator password (or any other local account that is member of Administrators Group ?)
