Group Policy Error: Access Denied Local User acc

- on a local user / has administrator credentials
- in the past it was a domain joined but not any more
- can open the local GPO via command prompt not sure what else I can do i know that its a permission error so i need to use administrator credential to give it access
- not sure what setting would allow me to give the local user permission to open it?
