Which VPN is best and secure for remote access in window server active directory?

I am planning to give remote access vpn for my remote users, but I am not sure which vpn is the most secure, i have tired pptp, l2pt and radius vpn, but none of them worked. I am not sure what configuration i have missed. Can you please show me with steps how to do them properly and which one is best. Also if possible i want to use all them together, so whichever vpn is the strongest get connected first.

Please let me know what to install too. If there is any 3rd party software vpn that can be also use, please let me know the name, thank you.
