Microsoft's WordPress on App Service - Plugins viewable via FTP but not WP Dashboard

I created a fresh WordPress install using Microsoft's WordPress on App Service to migrate an existing site. I FTP'd all the individual plugins (i.e., their folders and requisite files) that I'm using to the new site's plugins folder without issue. However, when I then login to the WordPress site's backend, none of the plugins are visible in the Plugins area. They SHOULD appear and appear as deactivated to any admin user (as I am in this instance). No errors or error codes are displayed either.

I've exhausted what little there is online as far as trouble-shooting is concerned. The Azure WordPress install process is minimal at best and requires nothing apart from setting up basic account and domain info. Deleting the resource altogether and reinstalling WordPress again does not change the outcome nor does restarting the server.

I've used Microsoft's WordPress on App Service on Azure many times before, but this is a first for me! Any suggestions on things to try or where I might find error log info would be MUCH appreciated!!!
