The client wants people should not use any random SAN while requesting a certificate, they want only using a specific SAN can only request certificate. Is there a way to achieve this?

By default there is no restriction regarding SAN for certificate request.
In other hand , you can check certificate request if it's not compliante or not. If it's not the case you can reject the request:
