windows 10 pro 1809 cumulative update to current offline

Background

I have a strictly offline computer that is use for SQL server database. I have been trying to install SQL 19 on it, but the SQL server configuration management tool is does not install or show in the computer management. The SQL repair give error code 0x80072EE7. After 4 days of reading forms and troubleshooting it seem that the windows is to requires to be updated for SQL to correctly install/repair. reinstalling an OS on this computer is not permitted and from my understanding the media creation tool will install the updated OS so I can't use that. When I go to the Microsoft update catalog theirs 661 cumulative updates and I don't know how to figure out which ones I would need to download.

I'm looking for a way to figure out which update to pull from the catalog or a better way to get this computer updated so I can get SQL server management installed correctly.

OS is Windows 10 Pro 1809 (Build 17763.134)

    1. If your PC is offline, then you would need to download the Windows 10 latest ISO on another working PC that is connected to the Internet, then transfer that using a USB drive to your PC, then double click the ISO file, run setup.exe and then select the Upgrade option.

    Select Create Installation Media for Another PC, and choose ISO, not USB
