Can you please share the sequence of steps you are following to create a Lab under Azure lab services?

- Create a lab: https://learn.microsoft.com/en-us/azure/lab-services/quick-create-connect-lab#create-a-lab-plan
Important: To create a lab, your Azure account needs the Lab Creator Azure Active Directory (Azure AD) role. As the owner of the lab plan, you can automatically create labs and you don't need the Lab Creator role.
Are you not seeing any images under the Virtual machine image dropdown above? Let me know. Please share screenshots wherever you can.
Alternatively, you can use an Azure compute gallery to share custom images across your lab accounts and labs.
Custom images that are created by your institution’s IT department and\or other educators. You can create both Windows and Linux custom images and have the flexibility to install Microsoft and 3rd party applications based on your unique needs. You also can add files, change application settings, and more.
