Hourglass with pointer Windows 10 will not disappear

Question

The hourglass keeps coming on as if a process is working in the background. I have scoured the task manager, restarted Windows Explorer, updated drivers for mouse, touchpad, and keyboard, no luck. I scanned for virus/malware with three different cleaners, nothing. Could there be another app/program that is causing the issue?

I am a complete novice, please make the answers as simple as possible. Thanks ever so!

Thank you for your question and reaching out. I can understand you are having query\issues related to Mouse in Windows 10.

1. Open Start -> Control Panel -> Mouse -> Click on Pointers and select the Scheme of your choice -> Apply -> OK
2. Please clear all Browser cookies of Edge or IE
3. Cleanup below Temp folders location -> Open Start -> Run -> Type below location one-by-one and press enter -> C:\Windows\Temp -> %USERPROFILE%\AppData\Local\Temp
