ReportAp@microsoft.com requires submission update but seems impossible since app has been removed from Store

Reportap@microsoft.com has advised us to update our Store app with a new name (they changed the rules). But because our app has been "Removed from the Store" the Partner "Apps and Games submission" web portal lacks both the Cancel or Delete buttons needed for us to remove the blocked Submission. What is the solution? Are we blocked until Store Team first corrects this problem?

Please open a free support ticket here: Contact Us. Go to Contact us tab , find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT. You could talk to the store team and ask if they could directly help you to cancel the submission.
