How to limit bandwidth to a certain value using cmd in Windows 10?

I want to limit the bandwidth of my inbound and outbound traffic upto a certain value using cmd. I have used Net-QoS Policy commands to limit the outbound traffic but couldn't find any command to limit the inbound traffic. I don't want to use any third-party tools, I just want to use commands to limit the inbound traffic. Is there any way to do so using any command?
