It's a statement When Microsoft says "Your account is under review," it indicates that your account is being checked to make sure it complies with Azure's terms of service. Suspicious behavior, billing problems, or location-based restrictions are just a few causes for this to occur.
If there is anything that can be done to fix the problem, you can ask Azure support about the state of your account.
