From your description, it seems you are enrolling the device with Android Enterprise Personally owned with work profile or corporate owned with work profile. And it is failed to create work profile. If there's any misunderstanding, feel free to let me know.
For our issue, please firstly ensure the device support Android Enterprise. The following is the link we can check this:

Meanwhile, there's a known issue with some Android device. Please check if your device belongs to this and if the new OTA updates are installed.
