I was reading your case scenario description and I would like to share my 2 cents about it so, see them down below:
1-Is there any Private Endpoint configured during your testing or template?
2-Is there any subnet allocation stated on your testing or template? If yes, you can review the Subnet allocation used since Azure reserved few addresses for internal purposes...
3-Is this an AKS environment scenario set up on it?

For second question, While creating jmeter script, we have selected Private (as configure test traffic mode) and provided vnet and subnet ( subnet has (251 + 5 Azure reserved addresses)) but I am not sure which is allocated for this.
