VM has reported a failure when processing extension 'Microsoft.Azure.DevOps.Pipelines.Agent'. Error message: "The Extension failed to execute: 'ascii' codec can't decode byte 0xe2 in position 2677: ordinal not in range(128)"

Hello,

My vistual machine scale set is used as an agent pool for the Azure DevOps Pipelines, but today it is failing to process requests on scaling up with the message:

VM has reported a failure when processing extension 'Microsoft.Azure.DevOps.Pipelines.Agent'. Error message: "The Extension failed to execute: 'ascii' codec can't decode byte 0xe2 in position 2677: ordinal not in range(128)"

What I have tried: re-creating the VMSS, clearing the custom data, choosing another VM size.

    Hi,

    I'm getting the same error, it is build agent that fails to connect to Azure DevOps with https. Root of the problem is that the build agent is developed with .Net 3.1 which is not compatible with OpenSSL v3 which is probably installed in your VM operating system.
