Correct licensing of Windows 10 Pro as virtual machines for development purposes

Hello,

we need several Windows 10 Pro VM's (in VMWare) for development purposes, which should also be joined into our Active Directory.
The developers who work with these instances all have a M365 Business Premium license, where Windows is also included.

Are these Win 10 Pro VM's licensed correctly or do we need something else.

Thank you for your question and reaching out. I can understand you are having query\issues related to M365 Business Premium license.

I believe you can activate Windows 10 VM -> You can login with your M365 Business Premium associated account from Settings -> Accounts- > Emails and account -> Add an account.

After some time it should get activated :
