Please try the following workarounds:
- Update your Visual Studio 2022 to the latest version with Visual Studio Installer.
- Reinstall the extension: Microsoft Reporting Services Projects 2022.
- Disable or uninstall the installed third-party extensions under Extensions > Manage Extensions > Installed.
- Create a new project and check if the designer can be opened normally.
