Office activation sign in will not work

We recently had trouble on a PC after updating to Windows 10 22H2.

We have a copy of office that was licensed through our Outlook.com account.

Despite being a licensed copy for close to four years now (Home & Business 2019), we are no being prompted to activate office again.

When attempting to sign in to office as prompted, we get this error on the sign in screen

There is no firewall here, we disabled Windows Firewall and the endpoint protection installed on the PC.

We have run dism and sfc. We have tried a different admin user. We have run both offline and online repairs for office.
We have no restore points. We are past the point where we can revert to the previous Windows 10 Feature version.

    I suggest you re-install Office to have a check.

    Please sign into Microsoft Account, go to Services & subscriptions, please check whether your account is bound with the Home & Business 2019.

    If yes, it's recommened to uninstall Office via uninstall support tool.

    Then restart the machine.

    Please download the Office from Services & subscriptions page to install.
