    Did you mean to download it without the internet? However, you may need an internet connection to be able to download the language pack.

    1. Select the Start button, and then select Settings > Time & Language > Language.
    2. Under Preferred languages, select Add a language.
    3. Under Choose a language to install, select or type the name of the language that you want to download and install, and then select Next.
    4. Under Install language features, select the features that you want to use in the language that you selected to download, and then select Install.

    Not sure why my previous reply keeps dissappering.
    But it seems I have solved this issue at least for my use.
    The issue being downloading the language packs on an online computer for use with a different/offline computer.
    And what do I even require?

    I tried my best at using the "LXP only" packs available through the Microsoft app-store, but in the end I had to crawl back to the original language packs available as .cabs to actually get the GUI to switch language.

    So for Win10 IOT 21H2 I downloaded this pack:
    "X22-22309 Win 10 2004 64Arm64 MultiLang OPK LangPackAllLIP" available for me through Microsoft's "Digital Operations Center"
    These .cab installable packs seems to be the only option to actuallly change the Windows Display Language to a different language.

    I then install the latest LXP to get updated spellings, text to speech etc.
    For me that would be this package:
    "X23-18387 Win 10 2004 64Arm64 MultiLang OPK LangPackAllLIP (2022.6C LXP ONLY)"

    Now when running the "get-installedlanguage" I can see that both LpCab and LXP is installed and seem to work as expected.

    I am still at a loss as to where you would download these packages for use on an offline system if you do not have access to any of Microsofts download options, like the "Digital Operations Center".
    But hopefully this may help somewhat.

    Annoying also that searching for "language" actually yelds zero results on any of the Microsoft Sites, I had to specifically search for "LAngPack" that is hardly intuitive.

    Anyway, hope this helps somewhat.
